Abstract
This research aims to identify what Ecuadorian citizens need regarding the right of access to transparency and information in public procurement, analyzing the requests for access to information made to the National Public Procurement Service (SERCOP) between 2018 and 2022. Through a documentary analysis and interviews with experts and key actors, needs not covered by SERCOP's active transparency were identified, such as detailed files, specifications of awarded suppliers, reports of claims and complaints filed, and contractual annexes, with an organizational interest and for social control.
This paper provides arguments on the evolution of citizens' needs for information on public procurement, highlighting areas where transparency should be strengthened to improve decision-making and accountability.
